Meet the Hiraya Team

Executive Director & Program Administrator
Jessinae Paras is a multi-state licensed Registered Nurse and Certified Medical-Surgical RN with over a decade of experience in clinical care and healthcare operations. As Founder and Executive Director of Hiraya Holistic Recovery, she leads program development, staffing, and regulatory alignment, guiding the organization through licensing and Special Use Permit processes. Her leadership ensures a clinically grounded, highly personalized environment where safety, structure, and compassionate care support meaningful recovery.



Clinical Psychologist & Behavioral Health Advisor Dr. Brian Thomas Potts is a licensed clinical psychologist and former Chief of Psychology for the VA Southern Nevada Healthcare System. With deep experience in PTSD, behavioral health systems, and program leadership, he brings a strong clinical foundation to Hiraya’s model. His work supports structured, ethical, and effective care within a personalized treatment environment.


Psychiatric Nurse Practitioner & Clinical Advisor Dr. Timothy Martin, DNP, APRN is a Psychiatric Mental Health Nurse Practitioner and Doctor of Nursing Practice with leadership experience in behavioral health and veteran care systems. He currently serves as Director of Psychiatry at Focus Care Psychiatry and holds leadership roles within the VA Southern Nevada Healthcare System, where he oversees community care operations and high-volume clinical coordination. His training includes CBT, DBT, and EMDR, and his background includes managing large clinical teams and improving operational systems within mental health services.


Director of Veteran Services
Jerome Powell-Pollard is a decorated three-tour U.S. Army combat veteran with over a decade of experience in veteran services and vocational rehabilitation. His work spans the Department of Veterans Affairs, court systems, and community-based programs, supporting veterans in rebuilding stable and meaningful lives. At Hiraya, he ensures the program remains deeply aligned with the real needs and lived experiences of those it serves.


Chief Development Officer
Jennifer Eden Joy Nelson is a strategic development professional, licensed contractor, and integrative systems thinker who bridges infrastructure with human-centered healing environments. With experience in construction, real estate, and transformational coaching, she supports facility development, permitting, and long-term scalability. Her work helps translate Hiraya’s clinical vision into grounded, functional spaces that support both recovery and sustainable growth.

Rooted in lived experience as veterans and their families, Hiraya honors the strength and sacrifice of those who have served, offering a space of deep respect, understanding, and genuine support.

Veterans have stood in places most will never be asked to stand, carrying the weight of service, sacrifice, and responsibility for something greater than themselves. When that chapter ends, the path forward is not always clear, and too often, the support falls short of what is truly needed. Hiraya was created from the belief that it is our turn to give back, to offer a space where healing is personal, care is intentional, and every individual is met with the respect they have earned.

A New Location

Hiraya at our Las Vegas location represents a meaningful step forward. Las Vegas is home to a large and growing veteran population, many of whom are navigating the transition back into civilian life.

Across both the city and the state, there is a clear and increasing need for stable, community-based environments that support mental health, structure, and reintegration in a way that feels grounded and accessible.

This is a place where that support can create immediate and lasting impact. Las Vegas is where the need is real, the community is present, and the opportunity to make a difference is immediate.
This community is uniquely positioned to support and uplift those who have served.

A Proven Foundation

Our collective experience brings together operational leadership in development, permitting, infrastructure, and long-term sustainability.

The Hiraya team includes registered nurses and advanced practice providers with multi-state licensure, along with a licensed clinical psychologist and a physician who bring deep experience in behavioral health and veteran care.

This clinical insight is complemented by veteran program leaders who have built and managed large-scale vocational and rehabilitation services, ensuring both structure and real-world application.
Grounded in both clinical insight and real-world experience, this foundation allows us to move forward with clarity and responsibility.

This property was intentionally acquired in 2024, with time dedicated to preparing the space, assembling the right team, and taking measured steps toward creating something that is responsible, sustainable, and aligned with the needs of the community.

Hiraya is a holistic wellness space built around the idea that real change begins with stability. Through environment, structure, and connection, it is designed to support veterans in reconnecting with themselves and building a steady path forward.

Community Integration

Hiraya is designed to exist in quiet harmony with the surrounding neighborhood. This is a small, residential setting where structure, respect, and daily rhythm create a sense of normalcy and care. The intention is not to disrupt, but to contribute—by fostering stability within the home, we support stability within the broader community.

Each day is anchored in practices such as gentle movement, shared meals, personal reflection, and time spent reconnecting with purpose.
